RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health, the Assistant Director of Health, or the Emergency Medical Services Agency Director to execute Amendment No. 3 to the Electronic Patient Care Reporting (ePCR) Agreement between the County of Monterey and ESO Solutions, Inc. to amend the scope of work to implement a bi-directional integration of Health Data Exchange (HDE) with Monterey County hospital participants, add a one-time fee of $9,995 for the HDE implementation, and to increase the total Agreement amount for an amount not to exceed $713,141.00.

SUMMARY/DISCUSSION:
ESO Solutions, Inc. was selected as the ePCR vendor for Monterey County Emergency Medical
Services through a formal Request for Proposal (RFP #10588) process conducted in
2016.

Given that the implementation of a single integrated ePCR system county-wide has been a great improvement for the Monterey County EMS system and to ensure compliance with the requirement of state law, the EMS Agency proposes to continue to use CSA-74 monies to pay for the continuing costs of ESO software, licensing, and database integration with communication centers, hospital systems, and health information exchange for those organizations that are part of the EMS Agency-provided ePCR based on the needs of the EMS system and available CSA-74 funding.
