RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Contracts/Purchasing Officer or Contracts/ Purchasing Supervisor to sign Amendment No. 3 to Agreement A-14944 with GEO Reentry Services, LLC, to extend the term of the agreement an additional year to August 31, 2024 and increase in the amount of $1,267,141, for a total not to exceed amount of $4,648,282, to continue to provide services of the Day Reporting Center and post incarceration reentry services to adult offenders.

b.                     Authorize the Contracts/Purchasing Officer or Contracts./Purchasing Supervisor to execute up to two additional amendments which do not significantly alter the scope of work and do not exceed 10% ($464,828) for a maximum aggregate amount of $5,113,110.

 

SUMMARY:

The Day Reporting Center model is recognized as an effective correctional strategy and community-based alternative to incarceration for eligible adult offenders.  The program uses Motivational Interviewing techniques and a curricula-driven, evidence-based model designed to assess the criminogenic needs of each client to reduce individual risk factors, develop individual goals, and make positive life changes.  Treatment and supervision services are provided in a one-stop setting for moderate and high-risk adult offenders. 

 

The Day Reporting Center offers counseling, treatment, life skills classes and job training to eligible participants. The center is open seven days a week and has a capacity of up to 100 clients per day. These services fill a critical need in the post-detention transition of adult offenders and provide needed rehabilitative services; continuation of these services is critical to support offenders in their journey toward rehabilitation and reintegration in the local community. The current provider of these program services is GEO Reentry, LLC.

 

In addition, GEO Reentry, LLC hosts reentry services and provides them at their own location, which also houses the Day Reporting Center. This allows for improved coordination of services and ease of access in a one-stop setting for clients.  Reentry services fill a critical gap in the post-detention transition of adult offenders supervised by Probation.  The program provides needed rehabilitative services and the continuation of these services is critical to support offenders in their journey toward rehabilitation and reintegration in the local community.

 

The Probation Department is recommending the approval of Amendment No.3 to Agreement A-14944 with GEO Reentry Services, LLC, to continue to provide services at the Day Reporting Center and post incarceration reentry services to adult offenders. Amendment No. 3 is in the amount of $1,267,141 and extends the term from August 31, 2023 to through August 31, 2024.

 

DISCUSSION:

GEO Reentry Services, LLC is the current provider of counseling, treatment, life skills classes and job training to eligible participants at the Day Reporting Center, which has been recognized as an effective correctional strategy and community-based alternative to incarceration for eligible adult offenders.  They provide critical, comprehensive services to support positive outcomes for rehabilitation and reintegration into the community, in a manner that is responsive to the needs and requirements of the clients and supervisory agencies.

 

Further, GEO Reentry Services, LLC has been providing reentry services since 2016, through a successful partnership with the Probation Department. The short-term multidisciplinary “reentry” program provides services to Probation supervised and referred adult offenders.  The program provides structured times and services available upon offender’s release from incarceration.  The program operates daily Monday - Friday and lasts about one month.  The program includes an assessment and individualized service plan, cognitive behavioral classes, and referral and access to support services.  Services also include lunch meals and assistance with bus passes.

 

This provider contract allows for economy of scale, leverage of funding, and ease of access for the offender clients in a one-stop setting.

 

The program is co-supported by AB 109 - Public Safety Realignment funding which provides services to realigned populations of adult offenders referred by the Probation Department and funding from the California Department of Corrections and Rehabilitation (CDCR) for parolees.  Probation extends access to parolees referred and funded by the CDCR through a separate contract.

 

OTHER AGENCY INVOLVEMENT:

The offices of County Counsel-Risk Management, and the Auditor-Controller, have reviewed and approved this Amendment as to legal form, risk provisions and fiscal terms. This Amendment is on file with Clerk of the Board. The Community Corrections Partnership (CCP) has recommended continuation of services and funding for FY 23-24.

 

FINANCING:

Funding for this Amendment No. 3 in the annual amount of $1,267,141 is provided by the Public Safety Realignment Act (AB109) and State funding for the California Department of Corrections and Rehabilitation (CDCR).   The Fiscal Year 2023-2024 Adopted Budget for Probation in Fund 001 Budget Unit 8165 includes sufficient appropriations for this amendment to the original Agreement. There is no additional cost to the County General Fund with the recommended action.

This recommendation supports key objectives of Economic Development by providing employment opportunities and helping to reduce poverty in the adult offender population; and Public Safety by encouraging self-sustainability to aid in crime prevention and successful reintegration into the community.
