Title: a. RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a retroactive Renewal and Amendment No. 5 to the Electronic Patient Care Reporting (ePCR) Agreement A-13507 between the County of Monterey and ESO Solutions, Inc., to extend the Agreement term for two years through March 30, 2028 adding $326,841, for an aggregate term of March 20, 2017 through March 31, 2028 and to increase the County’s not‑to‑exceed amount to $1,347,388;

b. Approve non-standard indemnification and insurance provisions as recommended by the Director of Health Services; and

c. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($134,738) of the original agreement per amendment, do not significantly change the scope of services, and do not increase the total not‑to‑exceed amount above $1,751,604.

 

SUMMARY:

The Director of Health Services seeks authorization to execute a retroactive Renewal and Amendment No. 5 to the Agreement between the County of Monterey and ESO Solutions, Inc. for the provision of a countywide unified Electronic Patient Care Reporting (ePCR) solution to extend the term of the Agreement for 2 years to March 30, 2028 and to increase the amount payable to Contractor for services to be provided during the extension period.

   

DISCUSSION:

ESO Solutions, Inc. was selected as the ePCR vendor for Monterey County Emergency Medical

Services through a formal Request for Proposal (RFP #10588) process conducted in

2016.

 

Given that the implementation of a single integrated ePCR system county-wide has been a great improvement for the County of Monterey EMS system and to ensure compliance with the requirement of state law, the EMS Agency proposes to continue to use CSA-74 monies to pay for the continuing costs of ESO software, licensing, and database integration with communication centers, hospital systems, and health information exchange for those organizations that are part of the EMS Agency-provided ePCR data system at least until March 30, 2028, based on the needs of the EMS system and available CSA-74 funding.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, Risk Management, and the Auditor‑Controller have reviewed and approved this Amendment as to legal form, non‑standard indemnity provisions, and fiscal provisions, respectively.

 

FINANCING:

This action does not impact General Fund contribution. Consistent with prior Board actions, the cost of services under the Agreement is funded by CSA‑74 special tax (fund 092). For the extension period covered by Amendment 5 (through March 30, 2028), costs will continue to be budgeted within the Health Department’s Emergency Medical Services Bureau (HEA 006, Unit 8109) in the appropriate Recommended Budgets for the affected fiscal years.

This agreement supports the Board of Supervisors Strategic Plan Goals of Well‑Being and Quality of Life and Safe and Resilient Communities by ensuring the County’s emergency medical services system has a unified, reliable, and compliant electronic patient care reporting platform. Maintaining an integrated ePCR system strengthens data accuracy, improves coordination among EMS providers and hospitals, and enhances the quality and timeliness of patient care and medical oversight throughout the County of Monterey.
