RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health or Assistant Director of Health to execute Amendment No. 4 to Mental Health Services Agreement A-12775 with Felton Institute for the provision of prevention and recovery in early psychosis services to increase the vendor’s Fiscal Year (FY) 2020-21 rates and reduce the FY 2020-21 Agreement amount by $45,000, for a revised total Agreement amount of $3,285,000 for the same term of July 1, 2018 through June 30, 2021.
SUMMARY/DISCUSSION:
Felton Institute, formerly Family Service Agency of San Francisco dba Felton Institute, is a non-profit agency providing the (re)MIND program for the provision of prevention and recovery in early psychosis services in Monterey County. The (re)MIND program is an evidence-based treatment that identifies psychosis at the earliest possible point to reduce the impact of psychosis on the individual and their family. (Re)MIND has shown to have dramatic improvement reducing crises, avoiding hospitalizations, improving functional capacity, promoting school/workforce participation, and engaging youth and families.
This Agreement contains the County’s standard 30-day “no cause” provision (Section IV, B) and an additional defunding provision (Section IV, D), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and Auditor-Controller have reviewed and approved this Amendment as to legal form and fiscal provisions, respectively.
FINANCING:
This Agreement is funded by Federal Financial Participation (45%), Mental Health Services Act Prevention and Early Intervention (45%); and SAMHSA Block Grant funds (10%). The funds for FY 2020-21 have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2020-21 Adopted Budget.
