Approve and authorize the Contracts / Purchasing Officer or his designee to sign the UPS Systems Group Maintenance Contract between the County of Monterey and Mitsubishi Electric Power Products, INC for a retroactive term of November 21, 2019 through November 20, 2022 for ensured power supply maintenance services for the Emergency Communications Department, in a total amount not to exceed amount of $17,955 plus tax as applicable.
b. Approve the non-standard terms and conditions contained in the vendor’s contract pursuant to the recommendation of the Director of Emergency Communications Department.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts / Purchasing Officer or his designee to sign the UPS Systems Group Maintenance Contract between the County of Monterey and Mitsubishi Electric Power Products, INC for a retroactive term of November 21, 2019 through November 20, 2022 for ensured power supply maintenance services for the Emergency Communications Department, in a total amount not to exceed amount of $17,955 plus tax as applicable.
b. Approve the non-standard terms and conditions contained in the vendor’s contract pursuant to the recommendation of the Director of Emergency Communications Department.
SUMMARY/DISCUSSION:
Mitsubishi Electric Power Products, INC provides maintenance for the back-up battery power equipment that is designed to allow the Emergency Communications Dispatch Center to remain operational in the event of a commercial power outage of regular service, which serves as a gap in service prior to the initiation of generator power.
The Board of Supervisors approved the existing contract with Mitsubishi Electric Power Products, INC which was established November 2017 and the last renewal option expired November 6, 2019. Emergency Communications is requesting approval of a new contract, to continue the existing preventative maintenance services, for a term of three years. The maintenance contract allows for remedial parts and maintenance on the UPS Model 9700 located at the Emergency Communications Center. The contract also covers annual preventive maintenance visits from Mitsubishi Electric Power Products, INC to the Emergency Communications Center to ensure the module is functioning properly.
OTHER AGENCY INVOLVEMENT:
This is a Non-Standard Agreement and was not approved by County Counsel nor Risk Management due to the existence of non-standard terms and conditions.
FINANCING:
The cost of the agreement is included in the Emergency Communications Department FY 19-20 Adopted Budget. Future years’ costs will be included in the respective annual budgets.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This contract meets the Board’s strategic initiatives for Administration and Public Safety, by ensuring the consolidated Dispatch Center continues to operate smoothly in an event of power outage so as to not impact answering service of emergency and non-emergency calls which connects the public to the appropriate law enforcement agencies.
